If you look closely down the right side of the picture, you can see the metal hoops as the road crosses the old Trinity meanders and the river, sweeping from left to right across the picture, flows along the row of trees. Obviously, they built the "bridge" across the narrow span of the river without giving much consideration to any future large "water event" which would sweep both the bridge and he new Court House away.
